They sell perfumes at TJ Maxx or Marshall's here in the states for really cheap, but I haven't seen any for 12 bucks yet... I used to buy Elizabeth Arden at Winners, because its much cheaper than buying at the counter. Last month, I bought 5th Avenue (75 ml) and its only cost me 12 dollar plus tax lol :) I haven’t seen in Toronto too.
